Not Permitted to Start Conversation

I've had a couple members reporting they are not able to start conversations with some members. My first thought was the member the wanted to send a message to had them blocked, but that is not the case.

When attempting to start a conversation with a certain member, or a couple, they get an error message stating they are not permitted to start a conversation. Any ideas?

I've checked permissions and looked all over. Thanks for any help.

Maybe the other user has their profile set to not allow users other than those they follow to contact them. Or situations like that.
