XF 1.3 How to prevent user group to send tag any user?

I gotta block few usergroups to tag anyone anywhere. How can this be done.

Admin CP -> Users -> List User Groups -> [click the group] -> Maximum tag alerts per message

I did that.. its 0 and user is not part of any other group. Still managed to send alerts.

The alerts won't be sent if the user has it set to 0.

So they can still tag user, but the alert won't actually get sent. Am I understanding that right?

I was able to receive the alert.... Weird!!

Then the member must have had permission to tag.

Either that or you have an add-on causing an issue.
