XF 1.4 How to change color this bar ( introduce for everybox )

I want to change color in this bar ( both text and bar ) but i don't know where i can change them !

Admin CP -> Appearance -> Style Properties -> Forum / Node List -> Description Tooltip

I use Quark skin ( as Demo I provide ), i fix Description Tooltip background but still not work !

You may need to ask the style designer for support if the default SPs don't work.
