XF 1.3 How can I activate the moderator bar

Let's say user 1 reports a posting of user 2, maybe because of rudeness.

I remember a link for this purpose in the admin menu bar on the top where I (as an admin) could manage these reports. But for some reason this link disappeared.

Unfortunately I cannot find the setting to activate this admin link again. Can you help me, please?
