Fixed "Add notice content wrapper"

If we disable "Add notice content wrapper", shouldn't it completely remove the wrapper around the notice? As pointed out here: http://adminextra.com/threads/xenforo-notices.5086/#post-41226

The setting is not intended to remove the frame completely, it's intended solely to remove the wrapper that allows you to enter normal HTML bypassing the CSS reset. As Brogan said, to completely remove the frame you must edit the style properties for the notices system.

It couldn't be a per-notice option then though.

If you want to remove the box completely, just edit the style properties for @panelScroller, @panelScrollerPanel and @panelScrollerNavContainer - I removed all the existing values and the box was gone.
