Fixed ‘Mark read’ alert toggle tooltip empty sometimes

I'm still trying to work out any steps to reproduce this, but occasionally when opening up Alerts using the toggle to mark an alert as unread, hovering over the dot can produce an empty tooltip (see image below). It may be related to using the 'Mark read' option at the bottom of the Alerts dialog.

It does not seem to affect the behaviour of the link (I can still click to mark unread).





Also, semi-related, but while experimenting, the 'Mark unread' tooltip did not disappear on one occasion, leaving a stray label on the page:

This also occurs on Chrome. I was able to reproduce it by clicking Mark read at the bottom of the alert dialog.
