Fixed Multiple Notices - Scrolling Issue

Summary:

When a finger is placed over a notice, scrolling up and down the page is not possible while there are multiple notices. Instead the notices keep scrolling from left to right. In order to scroll up or down the page you need to use the area around the notices.

Steps to reproduce:

1. Create two notices that display at the same time and on the same page.
2. While placing your finger over the notices, try scrolling up or down the page.

Result:

Notices go from left to right. Scrolling up and down the page is not possible unless you use the area around the notices.

As far as I'm aware, this wasn't an issue during the beta releases.

Just needed to disable the touch events here as well (like page nav).

Yes. Since we don't have navigation for the desktop other than the tabs at the bottom (no swipe equivalents), I don't see that as being particularly fundamental and a bigger deal because it can actually prevent the entire ability to scroll the page.
